Delivering the 2025 Budget Speech in Parliament, Finance Minister Enoch Godongwana confirmed that the number of social grant beneficiaries, excluding SRD recipients, is projected to grow to 19 million in 2025/26 and 19.3 million in 2027/28, largely due to the increasing elderly population.

For the 2025/26 financial year, the government has allocated R284.7 billion towards social grants. Godongwana also highlighted that the SRD grant will serve as a foundation for introducing a sustainable income support system for the unemployed, with the final structure to be determined after a review of labour market programmes in September 2025.

He stressed that South Africa has one of the most comprehensive social safety nets among developing economies, reflecting the government’s commitment to tackling poverty and inequality while maintaining fiscal sustainability.
